Position Purpose

Provides a broad range of analysis, data management, and research in the administration of the College’s retirement plans, making recommendations to leadership and Retirement Plan Governance Committee to improve systems and processes. Develops and executes in depth processes to ensure compliance with Dartmouth College Plan Documents and Federal regulations.

Minimum Experience
  • Three or more years of experience working with HRIS, benefit, and payroll systems in an analytical role.
  • Experience in applying ERISA and other federal regulations associated with retirement programs.
  • Knowledge and experience with Outlook, Word, and Excel.
Minimum Education
  • Bachelor’s Degree in Business, HR or related field.

Key Accountabilities

Key Accountabilities

Information Management

  • Independently researches, evaluates, and solves complex and unusual situations, such as account discrepancies, missing retirement plan eligibility information, systems inconsistencies, payroll adjustments, and vesting determination. Develops plan to implement improvements and recommends solutions to leadership.
  • Responsible for reconciling all retirement plan transactions with the three investment companies.
  • Works independently with accountants to research inconsistencies, make corrections and provide reconciled information for financial statements.
  • Analyzes and troubleshoots benefit systems and makes adjustments as necessary. Ensures data maintenance is functioning properly. Instructs vendor to make necessary improvements.
  • Responsible for running reports from payroll and benefits systems, analyzing data, researching discrepancies, making necessary corrections while meeting payroll deadlines, and communicating change to employee.
  • Collaborates with techs to revise existing reports or create new reports to ensure compliance with plan documents, federal regulations and for data analysis in a variety of areas.
  • Works directly with programmers to test and implement necessary system updates to comply with benefit changes and/or IRS regulations.
  • Researches and reconciles forfeiture discrepancies, ensuring forfeiture and reinstatements comply with federal regulations and processes outlined in plan documents.
  • Creates and updates retirement plan correspondence, forms, and website content.
  • Researches vesting information and resolves any discrepancies on investment company websites.
  • Completes peer surveys or other retirement related survey requests and data collection.
  • Provides ongoing research and comparisons of different retirement structures or plan offerings of peer groups and reports findings and recommendations to leadership and Retirement Plan Governance Committee.
  • Administers quarterly audits between Payroll system and Benefits system to ensure uniformity. Identifies discrepancies, collaborates with appropriate tech on corrective measures, and recommends system improvements.

Compliance and Audit Management

  • In collaboration with the Retirement Plan Manager, is responsible for responding to audit data requests. Pulls data for retirement plan reconciliation between Dartmouth, vendors, accountants, and Controller’s Office. Prepares and sends confirmation letters to all external vendors.
  • Works closely with auditors during onsite visits, preparing all requested information and documentation. Reviews requested materials with auditors to ensure their understanding of plans, policies, and procedures.
  • Manages annual Fee Disclosure notifications, working closely with delivery vendor to ensure data is received, properly uploaded, and disclosures are distributed prior to federal deadline.
  • Partners with Retirement Plan Manager on issuing Summary of Material Modification (SMM) when required.
  • Stays current with all federal and state regulations and Dartmouth College policies and procedures to ensure all decisions and actions are in compliance.
  • Evaluates current processes, practices and procedures and identifies areas for improvement. Makes recommendations to leadership and facilitates the implementation of approved changes.
  • Responsible for verifying eligibility for different retirement plans and programs outlined in plan documents.

Collaboration

  • Develops and maintains excellent partnerships with investment companies, actuary, accountants, auditors, and other internal departments in the reconciliation of the College retirement plans.
  • Works closely with the Benefits Analyst to ensure uniformity within retirement and benefit programs.
  • Partners with Finance Centers, Payroll and HRIS to improve the day-to-day flow of data from the departments, through the finance centers, to the payroll system, resulting in accurate assignments, benefits, and pensionable pay.
  • Collaborates with Retirement team to test, print, and distribute Annual Pension Summaries.
  • Assists in annual testing of Total Compensation Statements for data accuracy for the benefits eligible population.

General Administration

  • Contributes and participates as an active member of the annual open enrollment process.
  • Partners with Retirement Plan Manager on open enrollment processes for all retirement plans, recommending improvements to current processes.
